Trash Committee
The Trash Committee charter states the committee is to work to educate members and encourage compliance, work with directors, identify enclosures that may need right-sizing, etc. It is a Standing Committee and serves in an advisory capacity. They will meet 4 times a year and report to the Board at least quarterly. Our Board liaison is Michele Colucci.
Below are posters and handouts, tips on dealing with common problems, and some of our reports to the Second Mutual Board. Periodically, we email Trash News to our Second Mutual trash volunteers. If you would like to receive Trash News or if you need help dealing with missed pickups or illegal dumping or have other concerns, please leave a message.

Would you consider becoming an official trash enclosure volunteer?
If you are one of many Second Mutual members who are anonymous trash enclosure volunteers, would you like to upgrade to becoming official? Trash enclosure volunteers are not required to attend meetings. You would only be encouraged to do what feels right to you, including letting us know if there is a problem related to your enclosure.
Some volunteers only welcome newcomers. Some pull trash out of the recycle containers, but don't talk to neighbors about what goes where. Others only take care of the green cart. And no one is asked to be a dumpster diver. Please let us know if you are willing to do even a small part in keeping our trash charges low.
Do you have a newly painted trash enclosure which is missing signage?

Signage outside each trash enclosure and posters inside are removed when the enclosure is painted. If you rescue these signs, you can put them back or get new RecycleSmart posters from RPM's front desk, Monday to Friday from 8:00 am to 12:00 pm. Guidelines for posting temporary signs
Scotch Blue Painter’s Tape is RPM's carpentry foreman's preferred choice for posting temporary signs on walls and doors.
Please do NOT use staples, packing tape or duct tape to post temporary signs. Staples damage the enclosure door, are hard to remove, and leave little holes. Packing tape and duct tape leave adhesive residue when removed. Scotch tape works well on glass, but leaves adhesive on wood. Masking tape works well on metal, but the adhesives can be a little too aggressive on woodwork. Removing the tape sometimes can also peel away some paint.

Option 1: Have us request to have it replaced. Once a year, a container in the trash enclosure can be replaced at no cost. This request needs to involve Director Michele Colucci, our board liaison, because there is a charge, which is over $300, to replace a container more often.
Downside to Option 1: Often the replacement container is worse. Who will make sure the replacement cart is not defective? If the lid doesn't close flat, it is easier for flies to get in and lay maggot eggs. (Often the lids come bent because of how they are shipped. Leaving the cart in the sun for a few days or weighing the lid down can unwarp it.) Sometimes, the replacement cart leaks. Once we had to request three times until an enclosure got an acceptable replacement.
Option 2: When the green cart is empty, spray the inside with undiluted vinegar; line the bottom with 4 to 6 inches of dry leaves, pine needles, soiled paper (napkins, paper towels), pizza boxes, or newspaper; and follow the tips in Keeping your green cart clean!
Option 3: Get green carts power washed monthly, quarterly, or annually by Nice Cans. Second Mutual does not offer this service, but some entries collect money for one or more cleaning. If your entry choses to order this service, ask for the discounted rate for Rossmoor and make sure the invoice goes to you, not Second Mutual.

Ants
To discourage ants and maggots, you can spray the inside of the green cart with vinegar. If you want an exterminator to deal with the ant trails to the enclosure, contact RPM, 1-925-988-7650 or workorder@rossmoor.com.

Report from the Trash Committee, 2/19/26
We have good news report. First, some of Second Mutual’s trash volunteers will visit our recycling facility, Mt. Diablo Resource Recovery, in Pittsburg on Thursday, 2/26/26, at 10:30 AM. Full mobility is a requirement. Please email if you want to join us.
We have an ongoing problem with move-out trash filling up trash enclosures, leaving no room for everyday trash. In response, Republic Services and RecycleSmart created an 11x17-inch “Moving Out?” poster for us. As soon as this poster is printed and laminated, we are looking for a team of volunteers to post it in all of Second Mutual’s 86 trash enclosures.
Because renters receive no information when they move in, Republic Services and RecycleSmart created a double-sided “Move-In” flyer. Once it is available, all new residents (including renters) will receive this poster when they get their gate-access RFID tags from the Securitas office.
Republic Services’ next step is to create a two-sided poster for everyday trash sorting. The target audience will be all residents, including renters and their families, plus caregivers and housecleaners. It will be similar to our “Guidelines for Sorting Trash” in the 2026 Rossmoor phone book and their new “Move-In” flyer. If they make this available in two languages (besides English and Spanish), we need feedback. What are the main languages spoken by caregivers and housecleaners?
We were only billed $416.98 for extra trash charges in 2025! This is an achievement, It is lower than any previous year – even though the cost of extra trash charges increases yearly. A huge thank you to all our trash volunteers (both official and anonymous). We feel honored to be able to work with so many amazing leaders!

Report from the Trash Committee, 9/18/25
Here is an update on shredded paper. While it is true that loose shredded paper messes up our recycler’s expensive machinery for sorting recyclables, Mt. Diablo Resource Recovery Center still recycles shredded paper. Just make sure the shredded paper is stapled shut in a paper bag which is clearly marked “SHREDDED PAPER” or knotted tightly in a see-through, plastic bag. (Please put all other plastic bags in Landfill.)

The Trash Committee supports honoring Barbara El-Baroudi today. She was our first board liaison when we started in April 2021. She was a friendly listener at our Trash Committee meetings and very supportive of our efforts. Thank you, Barbara.
For the first half of this year, Second Mutual was billed only $77.37 for extra trash charges. 74 of our 85 trash enclosures had no extra charges![Actually, we have 86 enclosures.] A huge part of this success is because at least 130 trash enclosure volunteers (both official and anonymous) work with their neighbors to sort correctly.
Good news! We were billed for overages at least 10 times more in the past six months, but when we asked to see photos of the overages, we discovered we were being billed for enclosures in other mutuals. Thanks to Lisa Lankford in RWC Property Management, Republic Services reimbursed us $345.86.
The biggest problem continues to be residents moving out and/or their families who fail to realize that our trash and recycle bins are not for one person’s use. They are shared. Depending on the size of an entry, residents in 12 to 36 manors use the same trash enclosure. When excess debris from one person fills up the bins, no one else can discard their everyday trash.
This is a problem throughout Rossmoor. Increased listings of “illegal dumping” in Rossmoor’s Security Reports inspired reporter Mike Wood to write “Dumping has a price.” This excellent article, which was on the front page of the May 21st issue, includes Second Mutual’s success in reducing extra trash charges. Our Trash Committee co-chair, Carol Hummel, and another volunteer, Baika Heaton, also contributed to this article. For those who missed “Dumping has a price,” you can find it by going to rossmoornews.com, clicking on past issues, and opening the issue for May 21.
People moving out have three options. They can move excess debris outside of Rossmoor, hire a trash hauler (some are listed in the Rossmoor News) or, with Mutual approval, they can order an extra dumpster for their own, temporary use. Please contact me if you want to order your own dumpster.
If we can prove that the Mutual incurred overage charges because an owner left move-out debris in the trash enclosure, our directors can arrange to have monies withheld from that owner’s escrow account.
Another problem, volunteers are still finding bags of recyclables and plastic bags in RECYCLE plus plastic bags in our green carts. It is critical that all plastic bags are put in LANDFILL. Plastic bags left in RECYCLE jam up expensive sorting equipment at Mt. Diablo Resource Recovery Center, our recycler. Plastic bags left in green carts do not compost.
Recently we received updates from our recycler. Everything in RECYCLE needs to be loose. Workers can’t see what’s in bags of recyclables and don't have time to sort their contents, so recyclables end up going to the dump, which is running out of space.
Our recycler now asks us to make sure shredded paper is securely bagged and put in LANDFILL. Yes, LANDFILL. While shredded paper can be recycled, all opaque bags are sent to the dump, whether they are securely shut or not.
Even if shredded paper is in a sealed transparent plastic bag, it can tear open during the sorting and make a big mess. Our choices are to put bagged shredded paper in LANDFILL, take it to a paper shredding facility, or take advantage of Rossmoor’s paper shredding days.
On another note, our handout for neighbors moving in, moving out, or remodeling, which many posted on trash enclosure doors four years ago, has been revised.
Our “7 Tips for Sorting Trash,” which is on p. 28 in the Rossmoor phone book, was translated into Chinese by Charlene Liu who suggested ways to make “7 Tips” easier to understand for people whose native language is not English. The result is now called “Guidelines for Sorting Trash.” It is also in Spanish and Korean. Between January and November 2024, only 15 of our 85 trash enclosures had any extra charges! So far, these extra charges only total $511. We have not yet processed the charges for December.
In the past 3 years, 11 trash enclosures have gone 1 year without extra charges. 26 enclosures have gone 2 years. 19 have gone 3 years. And 16 have had no extra charges during the past 4 years! This is a huge improvement!
Many Second Mutual residents are making sure:
• All container lids close
• All plastic bags are in LANDFILL
• Boxes are broken down or taken to MOD Recycle Yard
• Everything in RECYCLE is loose (except for bags of shredded paper)
• Only five things are in RECYCLE: Hard plastic, metal, glass, paper (only if easy to write on), or flattened cardboard.

• All plastic bags are in LANDFILL
• Boxes are broken down or taken to MOD Recycle Yard
