SWCM Monthly Coupon

The 1,387 homes in Second Walnut Creek Mutual comprise a homeowner’s group. Mutual residents pay monthly homeowners dues, called the “coupon”, for common costs and expenses. These include on-going maintenance of buildings and landscaping, certain utilities, insurance, reserves and other common costs. Additionally the coupon includes amounts necessary to support the common areas and services provided by the Golden Rain Foundation.
 
The monthly coupon for each home, beginning on January 1, 2026, will be $1,294 per month (not including property taxes). At $1,294 per month, SWCM has one of the lowest coupons in Rossmoor. The $1,294 per monthly coupon is broken down as follows:
 
$354.52 for RWC (formerly GRF) Trust Assessments - administrative services and facilities provided by Rossmoor, such as: Comcast fees, common grounds, security, golf, tennis, fitness center, meeting rooms, restaurants, entertainment events, counseling, senior services, etc.
 
$708.00 for Mutual Operations - which pays for the RPM (formerly MOD) maintenance fee, building maintenance, water, common utilities, landscaping, insurance, etc.

$231.48 for Mutual Reserve - contributions to the Reserve Fund are required by law and are used for long-term building maintenance, such as painting, roofing and landscaping rehabilitation projects. It is also used to pay for rebuilding in case of fire/earthquake. In addition the 2026 long-term building maintenance spend will also include building stabilization projects, galvanized pipe and Zinsco circuit breaker replacements.

The  base coupon for 2026 is $1,294 per month. The major monthly increases from last year are approx.:
  • Working Capital $26,
  • Reserve Expenditures/Fund $10. 
 
We have been able to arrive at a long term formula for adequately funding our Reserves without special assessments or additional large reserve fund contributions. 
 
This entails:
1) Responsibly increasing the estimated useful life of certain infrastructure items.
2) Slowly increasing funding over a span of years during which the Reserve account would be continuously growing until fully funded.
